Solution

Make sure that the JDBC driver has been installed in the ...\weave\platform\workspace\jdbc\ directory.

In the case above it is looking for class oracle.jdbc.OracleDriver which is contained within the ojdbc8.jar file, if you're trying to connect to a different database, for example SQL Server or Postgres, the required JDBC driver will be different.
The driver should be downloaded from the web site of the database provider or copied from the installation media of the database.
